The British Library, the national library of the UK, has announced that it expects researchers to benefit from proposals announced recently by Lord Mandelson and IP Minister, David Lammy. The Library has welcomed initiatives to make copyright fit for the digital age. It has also stated that it welcomes and looks forward to the results on the SABIP study on the relationship between copyright and contract law, to be published at the end of 2009.

STM publisher Springer recently signed agreements to publish two journals in association with the Brazilian Computer Society (SBC). The journals are: Journal of the Brazilian Computer Society and the new Journal of Internet Services and Applications (JISA). Both journals will be available in print and on Springer’s online platform www.springerlink.com.

The Miami-Dade Public Library System has announced that it has chosen AquaBrowser Library, a discovery tool offering visual, faceted searching that connects to any data source. AquaBrowser is projected to help the library’s members easily and fully explore its vast collection. Existing users of the search tool include over 700 libraries.

Publisher Taylor & Francis Group (T&F) has announced a new partnership with UKB, the Dutch consortium of the 13 university libraries and the National Library of the Netherlands. The deal is to provide University researchers in the Netherlands access to quality academic research via the Taylor & Francis Library. Twelve UKB members have purchased Taylor & Francis’ journal content.

STM publisher Elsevier has announced a partnership with the University of Miami, under which the institution will use the former’s Scopus custom data (SCD) to track and measure faculty research and scholarly activity. Scopus, an abstract and citation database of peer-reviewed literature, was reportedly chosen because the breadth of the content was expected to allow the university to accurately capture faculty research activity from a single data source.

EMpact Sales (EMpact), publisher representation group of EBSCO Information Services, has announced an agreement with the International Water Association (IWA). Under the deal, EMpact will serve as IWA’s sales agent. The agreement grants EMpact the rights to sell IWA’s electronic and print journals in Italy, Greece, Eastern Europe, United Kingdom, Nordics, Benelux, Ireland and Latin America.

India is in talks with the US and various other countries to grant access to its database of Traditional Knowledge Digital Library (TKDL), media reports have indicated. The aim is to curb bio-piracy – the granting of ‘wrong’ patents – of Indian medicinal plants across the world. In February 2009, India had opened up TKDL to the European Patent Office (EPO) so that existing indigenous knowledge is not patented elsewhere. Negotiations with the US Patent and Trademark Office (PTO) are in the final stages. Other nations including China and Japan are also holding talks, the reports state quoting sources in the National Institute of Science Communication and Informative Resources (NISCAIR).

Open access publisher BioMed Central has commenced publishing Allergy, Asthma & Clinical Immunology (AACI), the official journal of the Canadian Society of Allergy and Clinical Immunology (CSACI). This follows the journal’s decision to adopt an open access format to increase its reach. AACI aims to further the understanding and treatment of allergic and immunologic disease by providing a platform for the dissemination of research and reviews. India is all set to become an international hub for outsourced publishing services, it was reportedly stated at the Confederation of Indian Industry’s conference, ‘Sustaining India to be the Global Publishing BPO Services Hub’. It was observed that new segments, technological advancements and capabilities would significantly alter the publishing BPO industry. The industry also faces major challenges in the form of increased pressure on margins; the pressing need to reduce staffing and overhead costs; and the growing requirement to standardise products and processes.

Business consultancy firm Frost & Sullivan, US, has announced – based on its research - that the global dynamic publishing market posted revenues of $330.7 million in 2006. With a compound annual growth rate (CAGR) of 20.4 percent, it marked a 15.6 percent revenue growth from 2005 levels. The study has also predicted CAGRs of 25.3 and 24.5 percent respectively in EMEA and Asia Pacific. The US and Latin American markets are projected to show a CAGR of 15.4 percent. The dynamic publishing market covers page layout and publishing platforms apart from creative publishing and technical publishing services and tools.

The British Library has announced that a report – based on a study conducted along with the Research Information Network – seeks to provide an insight into how information is used by researchers across life sciences. The report has revealed that researcher practices diverge from policies promoted by funders and information service providers. The study concludes that ‘one-size-fits-all’ information and data sharing policies are not achieving scientifically productive and cost-efficient information use in life sciences. It found a significant gap between how researchers behave and the policies and strategies of funders and service providers.

A study conducted by information services firm Thomson Reuters has revealed that China has witnessed significant growth in research output, well above the rest of the world. If the pace continues, China is likely to overtake the US within 10 years. Titled Global Research Report: China, the report spells out China’s research and collaboration potential for policymakers. It is part of Thomson Reuters’ Global Research Report series.

Publishing Technology, a UK-based provider of services to the publishing industry, has announced that it has joined Breathing Space, a semantic web collaboration between scholarly societies, as a technology partner. Publishing Technology will deploy its pub2web platform for Breathing Space, which is being coordinated by TBI Communications, a strategic marketing consultancy for scholarly publishers. The project seeks to collate content from the European Respiratory Society and American Thoracic Society, who together are said to account for 30% of citations within the field of respiratory medicine.
