African scientific body adopts open document format - 30 Jan 2007

The Council for Scientific and Industrial Research (CSIR), Africa, has adopted the open document format (ODF) in support of access to information and as an enabler of the adoption of open source software (OSS). Under the terms of the adoption of the standard, CSIR word processor, spreadsheet and presentation files will be in ODF, wherever possible. The organisation-wide adoption of ODF is part of CSIR's migration to OSS and standards that are set to be completed during 2007.

OpenOFfice.org, the open source office suite that supports ODF, was introduced to more than 2500 workstations at the organisation's main site in Pretoria and at its regional offices. The adoption of ODF represents an important milestone for the CSIR and positions the organisation alongside lead adopters in India, Europe and the US.

The CSIR's adoption of the standard will support the efforts of the South African Government Information Officers' Council, which has concluded that the role of OSS should be explicitly recognised in e-government policy. The Council has already initiated the first phase of implementation of an OSS strategy. Furthermore, the National Advisory Council on Innovation has produced a discussion document that looks at the role of OSS in education and innovation systems.

ODF allows users to employ the tool of their choice to open, view, change, edit and store data. It also allows free exchange of information, irrespective of the software used. It is an ISO standard controlled by the non-profit Organisation for the Advancement of Structured Information Standards.

EC guidelines for open access to EU-funded research articles - 29 Jan 2007

The European Commission (EC) is reportedly preparing new guidelines for the € 3 billion-a-year European scientific publishing industry. The new guidelines are expected to put pressure on major firms such as STM publisher Elsevier and Oxford University Press to give free access to articles based on EU-funded work.

The guidelines follow a January 2006 Commission report, outsourced to Belgian and French academics, which put forward a suggestion that research be made public six months after it is published. The suggestion was made in the context of rising subscription fees for academic journals and falling publication costs due to the growth of digital publishing. According to the report, the EU should consider framing a policy mandating published articles arising from EC -funded research to be available after a given time period in open access archives. The EU is planning to allot € 33.2 billion in research grants between 2007 and 2013.

The guidelines will take the form of a 'communication' to be issued on February 15, 2007. The document reportedly has no legal force but creates political pressure, perhaps leading to future legislation.

Elsevier announces innovative drug indexing technique - 24 Jan 2007

STM publisher Elsevier, Netherlands, has announced that it has developed a new method to index full-text information about individual drugs. The new technique is projected to significantly reduce the time pharmaceutical companies have to spend keeping up-to-date with research about their own and competing products. The 'Drug-Specific Indexing' technique will be available via Elsevier's forthcoming service, Emscopes.

A new kind of online product literature database, Emscopes will combine tailored content selected for each customer, with Elsevier's new standard drug-specific indexing process and a simple search interface. Available from February 2007, Emscopes will provide up-to-date, instant and comprehensive reports of the research literature on any drug.

The indexing method goes deep into the full text of every article to extract detailed information for each drug. This includes adverse drug reactions, drug comparisons, administration routes and dosage. Bringing together this data in Emscopes would mean that everyone in the company from Medical Advisors to Drug Safety to Sales & Marketing will effectively have the full-text read and summarised for them.

Scopus in content deal with publishers, societies to index back issues - 23 Jan 2007

Abstracting and indexing database Scopus, part of STM publisher Elsevier, Netherlands, has announced that it has signed strategic content deals with various publishers and societies. These include Springer, the Nature Publishing Group, the American Physical Society, and the American Institute of Physics.

The move to offer more abstracts dating back to volume 1, issue 1 to all Scopus users for free, is based on feedback received from end user research programmes and the Scopus Content Selection & Advisory Board. Both groups strongly recommend that bibliographic information including abstracts, rather than offering backfiles containing just the references, will significantly strengthen Scopus' content. This is particularly seen to be the case in subject areas where older materials are used more regularly. As a result, Scopus will focus on adding abstracts in subject areas such as physics, chemistry and social sciences.

All publishers that signed the agreement have digitised their full text content back to volume 1, issue 1. These agreements mark the start of an ambitious programme to add 7 million records from these publishers in addition to Elsevier to complement and enrich the existing 15 million pre-1996 records. As with all content added to Scopus, these backfiles will be included in the subscription price of Scopus. They will be made available to all existing customers on a continuous basis as they are loaded into Scopus starting in 2007.

JISC, partners submit petition on open access to European Commission - 22 Jan 2007

The UK's Joint Information Systems Committee (JISC), as part of a group of European organisations, has launched a petition to the European Commission, calling on it to support public access to research outputs shortly after publication.

Organised by SPARC Europe, JISC, SURF, the German Research Foundation and Denmark's Electronic Research Library, the petition has urged the Commission to follow the lead of other research funding agencies in this matter. It has recommended mandating the publication of articles arising from EC-related funding after a given time period in open access archives. Also, it calls on the Commission to explore a European-wide approach to policies and practices surrounding the development of digital repositories. This, it says, will be a means of making more visible the fruits of European research and maximising the return on public investment in research.

In January 2006, the Commission published the Study on the Economic and Technical Evolution of the Scientific Publication. The Study noted that dissemination and access to research results is a pillar in the development of the European Research Area and it made a number of recommendations to improve the visibility and usefulness of European research outputs. Now, a year after publication of the Study, JISC, along with its partners, is urging the EC to endorse the recommendations in full.

UK PubMed Central launched for free access to biomedical research - 11 Jan 2007

The UK PubMed Central (UKPMC), a new online resource to promote free access to research and further biomedical discovery, has gone live and is now freely available. Based on a model currently used in the US, UKPMC will provide free access to an online digital archive of peer-reviewed research papers in the medical and life sciences. Also, it will ensure that the digital archive of published articles resulting from research paid for by any of the funding consortium will be freely available, fully searchable and extensively linked to other online resources.

The first phase of the project will involve mirroring the American PubMed Central database. The partners will then establish the technical infrastructure of the service, including the facility for ingesting articles, and will also begin to engage more widely with the user communities.

In July, 2006, a nine-strong group of UK research funders, led by the Wellcome Trust, awarded the contract to develop UKPMC to a partnership between the British Library, the University of Manchester and the European Bioinformatics Institute (EMBL-EBI). The British Library will run the service, promote it to researchers, as well as offer support for those who want to include their research papers in UKPMC. The University of Manchester hosts the service - on servers based at MIMAS (Manchester Information and Associated Services) - and will support the process of engaging with higher-education users. EBI, which is part of the European Molecular Biology Laboratory (EMBL), will contribute its biomedical domain knowledge and text-mining tools to integrate the research literature with the underlying bioinformatics databases.

Elsevier MDL unveils version 3.1 of MDL Assay Explorer - 05 Jan 2007

Informatics and database solutions provider Elsevier MDL, US, has announced the release of MDL Assay Explorer 3.1. The product is an enhanced version of the company's life science experiment management tool that allows biologists to capture methodology and to manage results within one flexible system.

MDL Assay Explorer is a customisable and extensible biological data management system that provides biologists with the ability to capture, analyse and store all their experimental results within an Oracle database. Each member of a project team can access data generated by his/her group to ensure the sharing of all experimental data. The new release features Assay Explorer for Excel, which allows biologists to create, view and analyse experiments in a familiar spreadsheet environment while capturing the data in a central repository. This enables project teams to make decisions faster and better.

As part of the Assay Explorer analysis package, Assay Explorer for Excel includes the same comprehensive set of curve fitting routines appropriate for data collected during lead generation and lead optimisation experiments. Assay Explorer 3.1 is claimed to be ideal for biologists conducting non-plate-based experiments since they already use Excel. This familiarity is a time saver for scientists because there is virtually no learning curve; data is captured, calculated, analysed and saved to a database directly from Excel.

British Library launches new digitisation service for publishers - 04 Jan 2007

The British Library, UK, has announced the launch of a new digitisation service for publishers who wish to digitise archival material from their journal collections. The service, called Publisher Digitisation Service, will make use of the Library's collections as well as its expertise in converting large volumes of print material into digital format.

According to the Library only few publishing houses have maintained comprehensive archives of all their titles. It also noted that some publishers have had to source as much as 75 percent of their archival content from third parties to carry out digitisation. Apart from offering the full range of the UK national library's collections, the Publisher Digitisation Service also offers logistical advantages. Content is located and digitised in one place and can be delivered to the publisher by File Transfer Protocol. This helps to reduce risks and costs associated with obtaining material physically from a variety of sources.

One of the earliest customers of the service was SAGE Publications. The company began its journals backfile digitisation project this time in 2006 and looked to complete it in 12 months. The original scope of the project was approximately two million pages but grew to over 2.8 million as the project progressed and SAGE acquired more journals.

Common Sense Advisory report on translation technologies for enterprises - 03 Jan 2007

Translation and localisation research firm Common Sense Advisory, US, has released a report for global enterprises and language service providers on translation technologies in multilingual publishing. The paper, titled 'Translation Workflow Management: Managing Workflow for Multilingual Publishing and Website Globalization', examines factors driving demand in the sector. It defines four buyer types, maps system features into meaningful subcategories, and outlines the adoption strategies available for translation management systems (TMS).

According to the report, a marketing, publications, or translation manager who oversaw 500 content transactions in 2006 can expect that number to grow as high as 160,000 equivalent transactions by 2009. The research is seen to be directly relevant both to enterprise buyers of translation services and technology as well as to language service providers looking to automate their translation operations.

The report, which was written by the firm's senior analyst, Ben Sargent, and Chief Research Officer, Don DePalma, covers three distinct system types that encompass translation workflow within their feature sets. Later this year, Common Sense Advisory will publish related research on TMS. This will include measuring adoption, sizing the market, and a worksheet to determine selection criteria based on business and technical requirements. It will also feature a scorecard methodology to help buyers quickly match existing platforms to those basic needs.

Japanese journal examines link between nurses' assertiveness and burnout - 03 Jan 2007

Society publisher Blackwell Publishing, UK, has published a paper in the latest issue of the Japan Journal of Nursing Science, according to which the attrition rate of novice nurses in Japan is very high. While 4 percent of novice nurses in the country quit within nine months on the job, 8.5 percent quit within one year.

The paper seeks to clarify the relationship between the level of assertiveness of the novice nurses and the incidence of burnout in their first year at university hospitals. It also attempts to catalogue the factors vital in assertion training in order to arm the novices against the seemingly inevitable burnout. The study, conducted by researchers from the Japan Academy of Nursing Science, demonstrated that the effect of assertiveness of novice nurses directly impacted the incidence of serious burnout during their first year. This indicates that provision of assertiveness training is vital in enabling nurses to deal with the stresses of the job and avoid career burnout.

A biannual, the Japan Journal of Nursing Science is the official English language publication of the Japan Academy of Nursing Science. It provides a mechanism to share knowledge related to improving healthcare and promoting the development of nursing.

Allergy drug retards pancreatic tumour growth, says JNCI report - 02 Jan 2007

Researchers at the University of Texas M. D. Anderson Cancer Center have published a report in the Journal of the National Cancer Institute (JNCI) on the long-term use of an anti-allergy drug. According to the report, the drug cromolyn, in use for over 40 years, significantly reduced tumour growth in animal models of human pancreatic cancer and also increased the effectiveness of standard chemotherapy.

The JNCI study demonstrates that combining cromolyn with chemotherapy was nearly three times better at retarding growth of pancreatic tumours in mice compared to the chemotherapy agent gemcitabine alone. The finding may lead to a treatment advance for patients with pancreatic cancer, believed to be the most lethal of all cancers.

Published twice monthly, JNCI brings out up-to-date news and information from the rapidly changing fields of cancer research and treatment. For the past several years, the journal has been ranked as the most-cited original-research cancer journal by the Institute of Scientific Information in its annual Journal Citation Reports. Published by Oxford University Press, JNCI is not affiliated with the US National Cancer Institute.

International Association of STM Publishers issue statement on use of orphan works - 01 Jan 2007

Publishing trade association International Association of Scientific, Technical & Medical Publishers (STM), UK, has issued a position statement on 'The Use of Orphan Works.'

The United States Copyright Office has recently recognised the problems of 'orphan works' that authors, libraries, and other institutions are seeking permission to re-use. Similar issues have been raised by the European Union also. According to STM, solutions can be found to solve these problems, and efforts to locate and obtain permission should be encouraged. The principles outlined in the STM position statement on orphan works is projected to serve an effective guide to resolve the several issues that have been identified. Also, STM will be working with other publishing associations and stakeholders of all kinds on these points.

An orphan work is a copyrighted work for which the user is not able to identify and/or contact the legitimate holder to obtain permission to use the work. Due to this, orphan works risk exclusion from the cycle of creation and exploitation, since users may choose non-use over the risk of liability for copyright infringement.

NEJM spikes article on EPO treatment for kidney patients - 01 Jan 2007

Medical journal the New England Journal of Medicine (NEJM) recently published studies, according to which treating anemia in kidney disease patients with the drug erythropoietin, or EPO, may lead to medical complications. According to reports, efforts to treat anemia in such patients with EPO, as recommended by the National Kidney Foundation, appear to increase the risk of heart failure and the need for dialysis. The journal spiked an opinion piece from one of its senior writers that was critical of the foundation's reliance on multimillion-dollar donations from the companies that make such drugs.

The journal later published a less-critical editorial on the studies co-written by Dr. Julie Ingelfinger, a nephrologist and deputy editor at the journal. Dr. Ingelfinger is also the immediate past president of the Massachusetts-based chapter of the National Kidney Foundation and a member of the state group's medical advisory board. The editorial, however, did not mention the foundation's industry funding. Also, Dr. Ingelfinger's relationship with the foundation was not disclosed.

Meanwhile, Dr. Robert Steinbrook, author of the spiked editorial, presented it to the British medical journal Lancet, which is one of JEJM's chief rivals. Lancet published a version on its web site a day after the NEJM published its reports on the matter. According to the article, the foundation's guidelines have been questioned because of the group's close relationship with the drug industry. The article also noted that the foundation received more than half of its support from corporate and organisational partners in 2005.

The editorial published in NEJM also expressed doubt on the kidney foundation's guidelines but failed to address the industry funding of the foundation. The handling of the two articles has once again ignited debate on the journal's standards. Earlier this year, the journal was critisised for not being more aggressive in rooting out problems with a study it published in 2000 on Merck & Co.'s painkiller Vioxx. The painkiller was removed from the market in 2004 because of safety concerns.
