ALPSP and STM issue statement on access to raw data and databases - 21 Jun 2006

The Association of Learned and Professional Society Publishers (ALPSP), US, and the International Association of Scientific, Technical, & Medical Publishers (STM), Netherlands, have jointly issued a statement presenting the views of scholarly and scientific publishers concerning access to research data, including that submitted with research papers. The statement says that research data should be made widely available, and also provides guidance for publishers to develop their own policies.

The statement is seen to clarify the confusion between data, databases and journal articles in the public policy debate over databases. It states that there is a fundamental difference between data that is gathered in the course of research purposes, and specially built databases. While the former is not protected by intellectual property law, the latter is protected.

ALPSP and STM together represent nearly 300 non-profit and commercial scholarly publishers worldwide. Between them, these publishers provide at least half of the world's journals, and well over 60 percent of all articles. The associations recommend that raw research data should be made freely available. When data sets are submitted along with a paper for consideration in a scholarly journal, the publisher should not claim intellectual property rights over those data sets, and best practice would be to encourage - or even require - that the underlying research data be publicly posted for free access.

Wiley partners with IEEJ to publish 'IEEJ Transactions on Electrical and Electronic Engineering' - 21 Jun 2006

Global publisher John Wiley & Sons, Inc., US, has partnered with the Institute of Electrical Engineers of Japan (IEEJ) to publish the latter's official journal, IEEJ Transactions on Electrical and Electronic Engineering. The journal will appear both in print and online via Wiley InterScience, the company's online publishing platform.

A bimonthly, IEEJ Transactions on Electrical and Electronic Engineering covers original research papers and review articles on the latest technological advances in core areas of electrical and electronic engineering and related disciplines. The journal also publishes short communications reporting on the results of the latest findings from researchers in Japan and across the globe. In addition, it also provides reports on important conferences and meetings sponsored by the IEEJ.

In order to fully cover the wide range of subjects represented by the journal, IEEJ's five technical societies are responsible for editing one issue per year. This includes Fundamentals and Materials; Power and Energy; Electronics, Information and Systems; Industry Applications; and Sensors and Micromachines. Complementary online access for the journal is available to institutions in 2006 and 2007.

Dialog offers full text government research reports - 21 Jun 2006

Content aggregator Dialog, part of Thomson Corporation, US, has announced that a collection of over 400,000 government-sponsored research reports are now available through the Dialog online service. Distributed by the National Technical Information Service (NTIS), the reports cover a wide spectrum of subject areas, including aerospace, energy, the environment, health and safety, and others.

Dialog has enhanced its online search service to enable users accessing the NTIS Database to identify and purchase full text technical reports directly from their search result via electronic download. Reports will be delivered to users as PDF images. The NTIS Database on Dialog comprises over 2 million records, providing summaries of government reports.

An agency of the US Department of Commerce's Technology Administration, NTIS is the federal government's central repository and primary disseminator of scientific, technical, engineering, and related business information. It includes research provided from over 240 US government agencies, such as, NASA, the Department of Defence, and the Department of Energy.

Macmillan launches strategic medical communications agency - 21 Jun 2006

Specialist publisher Macmillan Group, UK, has announced the launch of Macmillan Medical Communications (MMC), a strategic medical communications agency. A division of Macmillan Publishers Limited, MMC will provide customised medical communications products tailored to meet the specific needs of users in the pharmaceutical, healthcare and biotechnology industries.

MMC will specialise in the creation and localisation of content for target audiences worldwide. This includes some of the fastest growing pharmaceutical markets such as the Far East, India and Latin America. It will use an array of communication and publishing strategies to develop high impact campaigns and services including novel Internet-based approaches. The agency is set to offer a wide range of services including local language reprints of Nature Publishing Group (NPG) articles, website development, targeted supplements, seminars and strategic consultancy on publication and information dissemination strategies.

As part of the Macmillan Group, MMC has exclusive access to some of the world's leading journal content, including journals from NPG, publishers of Nature, the international journal of science, Nature Medicine, the Nature Clinical Practice series of journals and a large number of major medical society titles. Its first live service will be an experimental collaborative medical news site called Dissect Medicine, developed as a joint initiative with Nature Clinical Practice.

ebrary signs eleven new publishing partners - 21 Jun 2006

E-book technology and services firm ebrary, US, has announced that eleven new publishers will make their eBooks and other digital content available to libraries as part of the company's subscription and perpetual access eBook database products. The new publishers will join ebrary's growing list of STM, academic and other professional publishing partners.

The new publishers are: Demos Medical Publishing; Facts on File (perpetual access only); Helicon Publishing; Hentzenwerke; International Research Development Center (IRDC); IOS Press; National Science Teachers Association (NSTA); Syracuse University Press; Thieme Medical Publishers; the University of Minnesota Press; and Humana Press, Inc. Scientific and Medical Publishers.

In a related announcement, the company has announced that its eBook Ordering Platform (eBOP) is now in beta. The eBOP beta is currently available to a select test group of ebrary customers and is expected to be rolled out to the library market during the next quarter.

EBSCO announces successful testing for EDI Claims at CUNY colleges - 21 Jun 2006

Journal subscription services provider EBSCO Information Services, US, has announced the successful completion of the EDI serials claims testing for the Ex Libris ALEPH 500 ILS with John Jay College and Queens College. Both colleges are part of the City University of New York (CUNY) system.

As a result of the successful completion of the tests, libraries using the ALEPH 500 ILS system can automatically transmit claims to EBSCO, which will in turn expedite the overall claims processing time. CUNY plans to implement the service for the rest of its libraries.

Ex Libris is a UK-based library solutions provider. The company's integrated library solution, ALEPH, has been installed at over 1,500 sites in 62 countries. EBSCO Information Services provides services for e-journal, e-package and print subscriptions, a suite of e-resource management tools, full-text and secondary databases and related services for all types of libraries and research organisations.

SirsiDynix names Simon Harland as Director Sales & Marketing, Asia-Pacific - 21 Jun 2006

Library technology solutions provider SirsiDynix, US, has announced the appointment of Simon Harland as director of sales & marketing for its Asia-Pacific region. He will report directly to Lamar Jackson, SirsiDynix vice president of Asia-Pacific and Global Alliances.

In his new position, Harland will execute strategic plans, develop sales and marketing objectives and provide operational direction to Asia-Pacific sales and marketing personnel. Prior to this, he served US based T System Inc.
