JISC, SCONUL, UCISA report on impact of recession on library and IT services - 06 Oct 2009 The UK’s Joint Information Systems Committee (JISC), Society of College, National and University Libraries (SCONUL) and Universities and Colleges Information Systems Association (UCISA) have commissioned a report on academic library and IT services. The report shows how academic library and IT services are budgeting for today’s economic conditions, but are in need of help to scenario plan for the long term impact of the recession.
The report, ‘The impact of the economic recession on university library and IT services’ contains the findings of 40 interviews carried out in 36 universities across the UK. It shows that library and IT services are adept at managing their budgets year on year. However, it acknowledges that there is a need to develop creative solutions to be able to offer the 24 hour access to resources that students, academics and researchers currently expect.
It also warns that the impact of any cuts is likely to have wide implications on institutions’ delivery of their overall strategic aims, such as enhancing the student experience. The report is available online at http://www.jisc.ac.uk/publications/documents/libsitimpacts.aspx.

 ARL brings out E-book Collections, SPEC Kit 313 - 06 Oct 2009 The Association of Research Libraries (ARL) has announced the publication of the E-book Collections, SPEC Kit 313. The kit examines the current use of e-books in ARL member libraries; their plans for implementing, increasing, or decreasing access to e-books; purchasing, cataloging and collection management issues; and issues in marketing to and in usage by library clientele.
By the May 2009 deadline, responses had been submitted by 75 of the 123 ARL member libraries for a response rate of 61 percent. Of the responding libraries, 73 (97 percent) reported including e-books in their collections.
According to survey responses, most institutions entered the e-book arena as part of a consortium which purchased an e-book package. The earliest forays occurred in the 1990s but the majority of libraries started e-book collections between 1999 and 2004. Purchasing at the collection level allowed libraries to acquire a mass of titles with a common interface, reducing some of the transition pains to the new format, according to survey responses. The downside of collections is that libraries find they are often saddled with titles they would not have selected in print.
Those libraries reporting success with individually selected e-book titles cope with other problems. Lag time between print and e-publication (with electronic the lagging format), restrictive digital rights management, loss of access by ILL, and limited printing top the list of concerns. However, responses indicate a preference for title-by-title selection as a more efficient use of funds.
The SPEC Kit includes documentation from respondents in the form of collection development policies, e-book collection web pages, e-book promotional materials, training materials for staff and users, and e-book reader loan policies. The product is designed to examine current research library practices and policies and serve as a resource guide for libraries as they face ever-changing management problems. Each SPEC Kit contains a summary analysis, survey questions with tallies, pertinent documentation from participating libraries, and a reading list and website references for further information on the topic.

 World Scientific and China's Chemical Industry Press set to launch new publication - 06 Oct 2009 Scientific publisher World Scientific Publishing Company (WSPC), Singapore, and Chemical Industry Press will jointly launch Bioinspired Intelligent Nanostructured Interfacial Materials at the forthcoming Frankfurt Book Fair. Written by Lei Jiang from the Chinese Academy of Sciences and Lin Feng from Tsinghua University and a Visiting Scholar at UC Berkeley, the publication provides an introduction to natural and artificial micro/nanoscale interfacial materials, devoting attention to intelligent materials with special ‘wettabilities’ which refers to the extent which such materials are able to absorb moisture.

 Mary Rose Muccie joins JSTOR as new Current Journals Director - 06 Oct 2009 JSTOR, a service of the not-for-profit organisation ITHAKA, has announced the appointment of Mary Rose Muccie as Current Journals Director, effective October 26, 2009. In her new position, Rose will lead efforts to cultivate and deepen relationships with university presses and scholarly associations, building their participation in the new Current Scholarship Program announced last month by JSTOR and University of California Press. She will also manage the Program’s operations and lead its business strategy going forward.
A highly regarded leader in digital publishing, Rose has led Project MUSE, an online aggregation of humanities and social science journals that is part of Johns Hopkins University Press for the last three years. During that time she initiated a substantial upgrade of features and functionality of the MUSE website and reworked MUSE policies to provide a better return for publishers and enable growth for the organisation. Prior to joining MUSE, she served for 13 years at the Society for Industrial and Applied Mathematics (SIAM). At both MUSE and SIAM, Muccie collaborated with JSTOR, first to digitise and make available SIAM’s archival journal content and later to establish connections between the JSTOR and MUSE platforms to ease faculty and student use of the content across the sites.
The Current Scholarship Program will build on what JSTOR is today and aims to provide a new and sustainable approach to online publishing.  Open University of Hong Kong selects suite of Ex Libris products - 07 Oct 2009 Library solutions provider Ex Libris Group, Israel, has announced that the Stanley Ho Library of the Open University of Hong Kong (OUHK) has acquired a suite of Ex Libris products.  India's scientific research output rising substantially, says report - 08 Oct 2009 Information services provider Thomson Reuters, US, has released a study, according to which India's research productivity will be on par with most G8 nations within 7-8 years and could overtake them between 2015 and 2020. The study is part of a new series of Global Research Reports from Thomson Reuters that will illustrate the changing landscape and dynamics of the global research base around the world.
The study, ‘Global Research Report: India’, informs policymakers about the research and collaboration potential of the nation and its current place in world science. It draws on data found in Web of Science, available on the ISI Web of Knowledge platform, a citation environment of scholarly literature. According to the study, over the past decade, India has seen a nearly 80 percent growth in its annual output of scientific publications, from roughly 16,500 in 1998 to nearly 30,000 in 2007. India's annual growth rate has vaulted in recent years to rival comparable figures from such well-established European and Asian nations as Japan, France, German, and the UK. The study further states that the nation’s research portfolio is markedly balanced between the life sciences and physical sciences.
The study found that India has established stable and growing research partnerships with a variety of nations - notably, the US, Germany, Japan and the UK. South Korea has hugely increased its percentage of papers collaboratively with Indian authors. This is seen as part of a doubling in volume of Indian collaborative output with Asian partners, possibly signalling the emergence of a clearer regional research network.
The report examines India's scientific focus and how its areas of concentration map to the rest of the world. The aim is to provide policymakers and institutions who are interested in engaging with India's research base with useful information and insights.  IBM journals to be available via IEEE Xplore - 08 Oct 2009 The Institute of Electrical and Electronics Engineers (IEEE) and IBM, US, have announced a publishing agreement. Under the deal, all papers published in IBM journals will be available exclusively in the IEEE Xplore digital library (www.ieee.org/ieeexplore) from the first quarter of 2010 onwards. The aim is to disseminate key technical articles and papers in computer hardware, software and information systems to a wider audience of researchers and interested readers around the world.
The IBM Journal of Research and Development, which now includes the IBM Systems Journal, is claimed to be one of the top-cited journals in the field. The two, which have been published online since 1998, merged into one fee-based online publication in 2009. The production of future editions of the current publication, the IBM Journal of Research and Development, will be handled by IEEE. IBM will be responsible for the content acquisition and peer review, while IEEE assumes the article production, copy editing, data conversion, online hosting and maintenance.
Users can purchase single IBM journal articles via IEEE Xplore or opt for a subscription package to the entire journal, including all issues ever published, starting in 1957. IEEE members and digital library subscribers also will be able to add the journals to their current subscription packages.
IEEE has been forming publishing and subscription agreements with various organisations. In June 2009, it teamed up with two physics organisations - the American Institute of Physics (AIP) and AVS - to offer a new subscription package. The package is available through IEEE Xplore. Developed for corporations and government research centres, the AIP/AVS Applied Physics Library offers subscribers unlimited access to five journals in applied physics, including archives dating back to 1930.

 ARL tests web-based publishing platform for Research Library Issues - 08 Oct 2009 The Association of Research Libraries (ARL) has announced improved search and new online features for its flagship publication Research Library Issues: A Bimonthly Report from ARL, CNI, and SPARC (RLI). A freely available online-only publication, RLI includes articles on the major issues that research libraries face in meeting the academic and research needs of the diverse communities they serve.
Recent issues of RLI are now available on a test basis through Tizra Publisher, a Web-based publishing platform. The system’s features include full-text search; page-at-a-time linking; and compatibility with mobile devices. The software also allows readers to zoom in if text is too small, and download full articles for printing or offline viewing via links available on every page. The new Test Site for Research Library Issues is freely available at http://publications.arl.org.

 Nature Medicine marks 15th anniversary with expanded content and editorial team - 08 Oct 2009 Scientific publisher Nature Publishing Group (NPG), UK, has announced that Nature Medicine will celebrate 15 years as the leading translational research journal, in 2010. To mark this anniversary, the journal will expand its content by 25 percent and increase its editorial team. Starting January 2010, Nature Medicine will publish more news, reviews, and research articles. Readers and library customers will be able to access more content with no commensurate price increases.
Nature Medicine will also increase the number of professional editors that evaluate manuscripts. The journal will have expert editors devoted to evaluating manuscripts in most areas of biomedicine: cancer biology, cardiovascular research, metabolism, general physiology, autoimmunity and immunology, infectious diseases and neuroscience. Three new editors are currently being recruited. The expansion of the editorial team is expected to improve the publishing experience for authors by reducing the decision time on manuscripts.
Launched in 1995, Nature Medicine is a leading translational research journal publishing basic and preclinical work that has direct relevance to human disease. With a 2008 Impact Factor of 27.553, the journal has been the number one journal in the Medicine, Research & Experimental category of the Journal Citation Report every year since 1996.

 Chief academic officers at 18 US varsities support public access legislation - 05 Oct 2009 The Chief Academic and Research Officers of 18 research universities in the US have declared their support for the Federal Research Public Access Act in a letter recently issued by the Greater Western Library Alliance (GWLA). The officers represent public and private institutions across 10 states. The letter is the first issued by chief academic and research officers in partnership, jointly recognising the value of greater accessibility and utility afforded by legislation for public access to federally funded research.
The Federal Research Public Access Act (FRPAA), introduced in June, is projected as a bipartisan measure to ensure online public access to the published results of research funded through 11 US agencies. The bill would require that journal articles stemming from publicly funded research be made available in an online repository no later than six months after publication.
According to GWLA, timely, barrier-free access to the results of federally funded research supports the core mission of its academic institutions. It is essential to fully utilise collective investment in science, observes the Alliance. FRPAA is expected to help maximise this investment by increasing the sharing research results, advancing the pace of discovery, and applying this knowledge for the benefit of GWLA communities.
The FRPAA bill also expands on the success of the public access policy of the National Institutes of Health (NIH), the first US agency to require public access to taxpayer-funded research. More than 450,000 unique users access material from the NIH repository each day. Under the new bill, it is expected that researchers and students working in fields of equal importance – from climate change to renewable energy – will obtain same access to federally funded research to advance their critical work.
The institutions represented are members of the GWLA, a coalition of research libraries that collaborates on matters related to scholarly communication, electronic resources, cooperative collection development and digital libraries. The Alliance coordinated the release of the letter.
The GWLA represents 32 research libraries in 17 states in the Midwest and Western US. Its programme initiatives include an array of resource sharing, scholarly communication and continuing education projects.

 Wiley-Blackwell set to publish Asia-Pacific Journal of Financial Studies - 05 Oct 2009 Wiley-Blackwell, the STM and scholarly publishing business of John Wiley & Sons, Inc, US, has announced that it will be publishing the Asia-Pacific Journal of Financial Studies (APJFS), beginning February 2010. Previously self-published, the journal is the official English language publication of the Korean Securities Association, and Wiley-Blackwell’s third Korean Social Sciences and Humanities title.
Published bi-monthly, the Asia-Pacific Journal of Financial Studies will focus on empirical and theoretical research in the capital markets of the Pacific Rim countries. Major topics to be featured in the journal include corporate finance, investments, capital and security markets, and quantitative methods of particular relevance to financial researchers.
The journal received its first Impact factor in 2008, and claims to be the only Asian finance journal to receive a listing.

 SAGE launches new journal on cancer biology and genetics - 05 Oct 2009 Academic publisher SAGE has announced the launch of a new journal - Genes & Cancer. The journal will be published monthly beginning in January 2010. Dr. Prem Reddy, founder and previous Editor-in-Chief of the highly-ranked journal Oncogene, will serve as the editor.

 Sheridan Libraries get $20 million grant from NSF for data curation project - 07 Oct 2009 The Johns Hopkins University Sheridan Libraries have been awarded $20 million from the US’ National Science Foundation (NSF). The grant is to fund the building of a data research infrastructure for the management of the ever-increasing amounts of digital information created for teaching and research. The five-year award was one of two for what is being called ‘data curation’.
The project, known as the Data Conservancy, involves individuals from several institutions, with Johns Hopkins University serving as the lead. Sayeed Choudhury, Hodson Director of the Digital Research and Curation Center and associate dean of university libraries, has been named the principal investigator. In addition, seven Johns Hopkins faculty members are associated with Data Conservancy, including School of Arts and Sciences professors Alexander Szalay, Bruce Marsh, and Katalin Szlavecz; School of Engineering professors Randal Burns, Charles Meneveau, and Andreas Terzis; and School of Medicine professor Jef Boeke. The Hopkins-led project is part of a larger $100 million NSF effort to ensure preservation and curation of engineering and science data.
Beginning with life, earth and social sciences, project members will develop a framework to more fully understand data practices currently in use and arrive at a model for curation that allows ease of access both within and across disciplines.
In addition to this $20 million grant, the Libraries received a $300,000 grant from NSF to study the feasibility of developing, operating and sustaining an open access repository of articles from NSF-sponsored research. Libraries staff will work with colleagues from the Council on Library and Information Resources (CLIR), and the University of Michigan Libraries to explore the potential for the development of a repository (or set of repositories) similar to PubMedCentral, the open-access repository that features articles from NIH-sponsored research. This grant for the feasibility study will allow researchers to evaluate how to integrate activities under the framework of Data Conservancy and will result in a set of recommendations for NSF regarding an open access repository.
The rapid rise in the volumes of digital-only information has resulted in more such projects attracting the attention of funding agencies. Last month, the US’ National Institutes of Health (NIH) announced the availability of funding information for grants and contracts through RePORT Expenditures and Results (RePORTER), a new search system on its Research Portfolio Online Reporting Tool (RePORT). RePORTER is expected to allow users to locate descriptions and funding details on NIH-funded projects along with research results that cite NIH support. It seeks to combine NIH project databases and funding records, PubMed abstracts, full-text articles from PubMed Central and information from the US Patent and Trademark Office with a robust search engine.
In August 2009, the UK’s Biotechnology and Biological Sciences Research Council announced a £10 million funding for the European Molecular Biology Laboratory's European Bioinformatics Institute (EMBL-EBI). The funds were to be used for a significant increase in the Institute's data storage and handling capacity.

 Entomological Society of America announces new OA journal covering integrated pest management - 02 Oct 2009 The Entomological Society of America (ESA) has announced that it will begin publishing the Journal of Integrated Pest Management (JIPM) in spring 2010.
