STM expresses disappointment over new OA mandate -

The International Association of Scientific, Technical & Medical Publishers (STM) has expressed disappointment with the recent passage of legislation in the US.

STM believes that this legislation establishes an unfunded government mandate with an unknown impact on the advancement of science. Also, according to STM, it puts at risk a system which has enabled more research to be available to more scientists in more countries than at any point in the history of science. The Association has said that while STM publishers will comply with the laws of the nations in which they operate, they will continue a vigorous engagement with appropriate stakeholders on issues such as this where legislative change seems necessary or desirable.

The new mandate was signed into law by President Bush on December 26 as part of the 2008 appropriations bill, which went through much iteration before its final passage. By law, the NIH must now require that its funded researchers submit a copy of any published work into PubMed Central within one year of publication, when allowed by copyright laws.
