SPARC-ACRL forum to explore state of play for public access policies -

Scholarly Publishing and Academic Resources Coalition (SPARC) and the Association of College and Research Libraries (ACRL) will co-host a panel discussion on the state of play for federal policy moves to ensure open online access to the results of publicly funded research at the forthcoming meeting of the American Library Association (ALA) in Washington, DC.

It has been observed that momentum behind public access policies has increased significantly in the last one year. In June 2009, Senators Lieberman (I-CT) and Cornyn (R-TX) introduced the Federal Research Public Access Act, which would require free online access to the results of research funded by eleven agencies. In April 2010, Mike Doyle (D-PA) and five co-sponsors then introduced a companion bill in the House of Representatives. In the interim, the White House Office of Science and Technology Policy hosted a public comment period on the potential implementation of such policies across US science and technology agencies. And, this month, PubMed Central (PMC), the online archive of the National Library of Medicine, celebrates its 10th anniversary. PMC now delivers free online access to over 650,000 articles every day.

The SPARC-ACRL forum will highlight the success of public access policies to date; explore the landscape for policy development in Congress, within the Administration, and beyond; and consider how campus-based initiatives can help to advance national-level momentum.

The event is scheduled for June 26, 2010, at the Washington Convention Center, Room 206. The ACRL Scholarly Communications discussion group will be held June 27 at the Grand Hyatt Washington, room Constitution A.
