The San Diego County Library system, with branches in San Marcos, Vista, Encinitas, Poway, Fallbrook, Ramona and Valley Center in North County, offers housing clinics with free mortgage and legal counseling to homeowners facing foreclosure, and hosts an ongoing "job cafe" at its Encinitas branch.
