SPARC Europe, in collaboration with the Université de Lorraine, has announced the launch of the Open Science Monitoring Initiative (OSMI). This pioneering project aims to establish a universal framework for monitoring Open Science, marking a significant step towards greater transparency and accessibility in global research.
OSMI is initiated with the support of key partners, including Charité, the French Ministry of Higher Education and Research, Inria, PLOS, and UNESCO. The initiative's Coordination Committee comprises Vanessa and Andrea from SPARC Europe and Laetitia Bracco, head of research data and bibliometrics support services at the Université de Lorraine.
The primary objective of the committee is to support a wide range of policymaking stakeholders in implementing this initiative and ensuring that policies translate into concrete actions. Over the next few months, OSMI will collaborate with its core initiators to develop effective governance structures and operationalize its principles through dedicated working groups.
The mission of OSMI is to create a unified framework for monitoring Open Science, adhering to the 2020 Principles of Open Scholarly Infrastructure and the 2021 UNESCO Recommendation on Open Science. Additionally, OSMI aligns with the PathOS Open Science Indicator Handbook and the Barcelona Declaration on Open Research Information.
In collaboration with the UNESCO Open Science Monitoring Working Group, OSMI has developed draft principles for Open Science monitoring. These principles are now available for public review. Stakeholders and interested parties are invited to provide their input on the Draft Principles by November 30, 2024. Feedback can be submitted via email to osmi@unesco.org.
The establishment of OSMI signifies a critical advancement in the pursuit of Open Science, fostering a culture of openness and collaboration in the global research community. By developing a common framework, OSMI aims to enhance the accessibility, transparency, and impact of scientific research worldwide.
