Elsevier and Jisc have agreed to a three-year combined read and publish agreement covering UK academic research institutions. The agreement provides participating institutions with continued access to Elsevier journals and enables eligible UK-affiliated corresponding authors to publish open access in Elsevier journals.
Negotiated through Jisc, which represents UK academic institutions in national licensing discussions, the agreement combines reading access with open access publishing options. Participating institutions will retain continued access to Elsevier’s portfolio of peer-reviewed journals while providing eligible UK-affiliated corresponding authors with routes to immediate open access publication. The agreement reflects a sector-led approach informed by institutional requirements across the UK research landscape.
According to Elsevier, the agreement will support researchers during a period in which institutions are managing financial and operational pressures. The model aims to provide clear pathways to open access while maintaining access to established scholarly journals.
Jisc stated that the agreement supports efforts to reduce costs and administrative complexity for institutions and researchers by bringing the sector together under collective arrangements. The partnership was described as contributing to the evolving needs of institutions and strengthening the UK’s open research environment.
