The Declaration on Research Assessment (DORA) has marked its 13th anniversary with the release of A Practical Guide to Implementing Responsible Research Assessment at Research Funding Organizations. The resource is designed to help funders strengthen research quality, equity, and impact.
The launch is being co‑hosted with the Global Research Council and Science Europe through a series of three online panel events. These sessions bring together research funders from different regions to discuss how responsible research assessment (RRA) can be implemented across policy, funding, and institutional contexts.
Many funding organizations are committed to reforming research assessment but often lack the capacity to identify where change is most feasible. The Guide provides practical, funder‑focused activities such as engaging leadership, shaping strategic visions, mobilizing resources, and embedding change at key points in the funding lifecycle.
The resource is designed to be flexible and adaptable, recognizing that there is no single model for responsible research assessment. It encourages funders to explore approaches suited to diverse national and institutional environments.
The Guide was co‑developed with funders and partners across the global research ecosystem, including DORA’s Funder Groups and a co‑creation workshop held alongside the CeRRA High‑Level Conference on Reforming Research Assessment in Copenhagen in December 2025.
