Since late 2025, researchers at 23 German institutions have been able to publish articles in the Institute of Electrical and Electronics Engineers (IEEE) pure Open Access journals without directly paying article processing charges (APCs). This arrangement was made possible through a new TIB‑Consortium, which provides participating institutions with discounted publication tokens.
Affiliated authors can use these tokens to publish their work in any of the 36 included journals. The consortium began with a quota of 150 tokens and allows institutions to purchase additional tokens annually at the same rate if their allocation proves insufficient. An annual survey is also planned to enable more institutions to join in the future.
Through this agreement, TIB – Leibniz Information Centre for Science and Technology has expanded its commitment to Gold Open Access journals. Dr. Irina Sens, Deputy Director of TIB, explained that the consortium was designed to provide German institutions with flexible funding options for Open Access publishing. She noted that TIB is open to different approaches and funding paths and indicated that the model with IEEE will be tested over a two‑year period.
