Milner Library at Illinois State University has launched Open Journal Finder, a search tool designed to help researchers identify journals eligible for open access publishing support and understand the terms of the library’s publishing agreements. Since 2022, the library’s Open Access Publishing Support program has saved authors more than $1 million in open access publishing fees.
The library maintains open access agreements with 12 publishers, each with different eligibility criteria and conditions. Some agreements cover only hybrid journals, while others impose annual limits on the number of articles eligible for open access publication. Open Journal Finder aims to help the Illinois State University community identify eligible journals and understand the publishing options available under these agreements.
Users can search Open Journal Finder by journal title, subject, keyword, or publisher. Journals eligible for support under the library’s agreements are marked with a “Library Supported” label, and search results can be filtered to display these titles. Selecting a journal provides details about the applicable open access agreement and relevant author instructions. For agreements with limited waivers, the journal description also indicates the number of waivers remaining for the calendar year, with the information updated weekly.
The tool also allows researchers to discover other open access journals, including diamond open access journals, which do not charge authors publication fees. In addition, it helps authors identify journals with publishing fees that are not covered by the library’s agreements. Details about these charges are provided in the relevant author instructions.
