The Association of American Publishers announced that J. Carl Maxwell has joined the organization as Vice President, Public Policy. Mr. Maxwell is based in Washington, DC, and reports to Shelley Husband, Senior Vice President, Government Affairs.
According to Maria A. Pallante, President, and CEO of the Association of American Publishers, Carl has a strong background in public policy, including deep experience in advancing scholarly publishing and scientific integrity.
Carl will engage in a wide range of government and industry developments in his new role to advance a viable legal framework for houses of all sizes and specialties, both commercial and not-for-profit publishers. Collectively, AAP's members publish millions of peer-reviewed research journals a year—in virtually every field of science, technology, medicine, social sciences, and the humanities.
Before joining AAP, Carl was with the American Chemical Society for nineteen years, most recently managing government affairs, including open science and sustainability issues. He began his career on Capitol Hill, where he worked for both Democrat and Republican lawmakers for five years.
He holds a Bachelor of Arts in Political Science from Bates College and is a Red Sox fan.
