California Universities and Oxford University Press sign landmark open access agreement -

The University of California (UC) system, the California State University (CSU) system, and private academic institutions across the state have reached a significant four-year transformative open access agreement with Oxford University Press (OUP). This landmark partnership, which includes the 10-campus UC system, 20 of 23 CSU campuses, and 30 private institutions represented by the Statewide California Electronic Library Consortium (SCELC), is set to revolutionize how California’s researchers access and publish academic content.

Starting this month, researchers at participating institutions will gain access to OUP’s renowned journals, with the opportunity to publish their research under open access terms, making it freely available to the global academic community. This innovative agreement redirects existing library subscription funds to support open access publishing, facilitating greater accessibility and dissemination of research while alleviating financial barriers for authors.

Key Features of the Agreement:

• Access to Over 500 OUP Journals: Authors from participating institutions can publish open access articles in over 500 hybrid and fully open access OUP journals.

• Discounted or No Open Access Fees: Authors with grant funds will pay a discounted open access publishing fee, while those without grant funding can publish at no cost in hybrid journals.

• Redirection of Subscription Funds: By repurposing library subscription budgets, the agreement helps institutions maintain access to OUP’s content while supporting the shift to open access publishing.

This transformative agreement is part of a broader movement to make academic research more widely accessible and free from paywalls. Institutions across California are working together to ensure that the scholarly output of researchers affiliated with UC, CSU, and SCELC is made available to the world, promoting greater transparency and knowledge sharing in research.

The agreement is a crucial step in the ongoing transition towards open access publishing, which aims to provide free, unrestricted access to scholarly research. By participating in this agreement, California’s academic institutions not only support the global push for open access but also improve the accessibility of research from a wide range of disciplines.

The collaboration between public and private institutions, including research centers and liberal arts colleges, highlights how diverse academic institutions can work together to drive meaningful change in the academic publishing ecosystem. With thousands of researchers across California now eligible for financial support, this agreement underscores the importance of institutional cooperation in advancing open science.

Transformative agreements like this one are integral to the future of open access publishing. They enable institutions to manage journal costs while encouraging researchers to publish open access, thus ensuring that critical research is shared with a global audience. By shifting the funding model and removing financial barriers for authors, California is leading the way in making high-quality academic content accessible to all.

As part of the broader movement toward sustainable open access publishing, this agreement also marks a significant milestone for California’s academic institutions. It enhances their global impact while contributing to the collective effort to ensure that scholarly knowledge is open, transparent, and freely available for all to benefit.
