EBSCO Information Services and the Statewide California Electronic Library Consortium (SCELC) have expanded their partnership to deliver scalable access to the FOLIO library services platform. The new model allows SCELC member institutions to operate within a multi-tenant, open-source environment while maintaining local control.
EBSCO will handle full-service implementation and hosting, while SCELC provides first-line support and acts as the central administrator. Each institution maintains its own tenant while connecting to a central tenant for consortial coordination and future shared services. This setup eliminates the need for local development resources and enables flexible, secure operations.
The infrastructure includes integrated tools such as Full Text Finder™, HoldingsIQ, and basic Panorama, with optional access to EBSCO Discovery Service™. Users benefit from a unified login experience and tailored configurations per institution.
SCELC FOLIO aligns with the consortium’s strategic focus on consortial technology services and sustainable innovation. The model is designed to maximize cost savings while supporting collaborative infrastructure development. The consortium’s member base, comprising over 100 institutions, will now have access to shared services without compromising institutional autonomy.
EBSCO brings experience from over 250 FOLIO implementations, offering tailored workflows and dedicated onboarding through consultants and training staff. Ongoing customer support ensures each deployment is aligned with local library goals and operational contexts.
SCELC’s adoption of this infrastructure underscores a shift toward consortially-managed library systems that support both innovation and long-term sustainability across diverse academic institutions.
