Elsevier and IReL launch three-year Read and Publish agreement supporting open access publishing -

Elsevier and the Irish Research eLibrary (IReL), a consortium of Irish research libraries, have confirmed a new three-year Read and Publish collaboration to support open access publishing and continued access to scholarly literature for Ireland’s higher education and research community. The collaboration builds on earlier national arrangements that supported Ireland’s transition toward open access.

Under the new three-year arrangement, Irish researchers will be able to publish more than 70 percent of their research openly without paying an Article Publishing Charge (APC), while participating institutions will continue to receive access to Elsevier’s journal portfolio. The arrangement combines publishing and access, intended to simplify processes for participating institutions while supporting wider global availability of Irish research.

The agreement is structured to support researchers in publishing and sharing their work with fewer barriers by removing direct author costs and clarifying publishing options, while allowing institutions to continue supporting open research and maintain access to established scholarly content. Also, it establishes a multi-year framework that allows a large proportion of Irish research to be published openly while maintaining access to scholarly journals.
