A new Principles of Open Science Monitoring was launched on July 7, 2025, during a UNESCO-hosted Open Science: Monitoring Progress, Assessing Impact conference in Paris. The initiative, led by SPARC Europe in collaboration with an international panel of stakeholders, introduced a set of principles intended to guide monitoring efforts in the open science ecosystem.
The framework was developed through a collaborative consultation process that engaged experts and institutions from over 40 countries. It emphasizes inclusivity, transparency, modularity and timeliness across institutional, regional, and national contexts.
Designed with modularity in mind, the principles can be adapted to different policy environments and are meant to support a shift toward making open science practices the norm. The goal is to create a flexible foundation for ongoing evaluation and benchmarking of open science activities around the world.
As a next step, the Open Science Monitoring Initiative (OSMI), which SPARC Europe helps coordinate, plans to advocate for adoption of the principles by UNESCO member states. In parallel, OSMI will develop a self-assessment tool to help organizations measure their alignment with the principles.
Feedback on implementation and outcomes is encouraged and can be shared via OSMI’s coordination team.
