IEEE, the world's largest technical professional organization committed to advancing technology for humanity, has announced a groundbreaking three-year open access agreement with the Coordenação de Aperfeiçoamento de Pessoal de Nível Superior (CAPES). CAPES, a federal agency within Brazil's Ministry of Education, supports advanced education and research. This agreement aims to foster open access publishing for Brazilian researchers, aligning with CAPES’ mission to expand global access to their scientific contributions.
The transformative agreement enables researchers from 163 participating Brazilian institutions to publish open access articles in over 200 peer-reviewed journals and magazines published by IEEE. Accepted articles will be immediately available and free to read, ensuring greater visibility and impact for Brazilian research.
Under the terms of the deal researchers can publish in IEEE’s hybrid and fully open access journals, with costs for article processing charges (APCs) covered by license fees paid by consortium members. Additionally, institutions retain access to IEEE Xplore®, a digital library hosting over six million documents, including papers from approximately 2,000 technology-focused conferences, IEEE standards, and peer-reviewed journals. Each year, more than 250,000 new documents are added to this extensive database.
This initiative underscores IEEE’s dedication to sharing cutting-edge research with the global community, enhancing collaboration and driving progress in science and engineering. By simplifying the open access publishing process, the agreement removes financial barriers for authors and amplifies the reach of their work.
IEEE has significantly expanded its open access portfolio, launching new titles across emerging fields such as machine learning, biomedical engineering, telecommunications, and nanotechnology. This collaboration with CAPES will further integrate Brazilian research into the global conversation, fostering innovation and accessibility.
