JISC's executive secretary, Dr Malcolm Read, has called for more strategic debate on Open Access (OA) among funders, researchers and institutional managers. Speaking at the expert conference on Open Access and Open Data in Cologne, Germany, Dr. Read said that more needs to be done to agree policy on OA to publicly funded research and provide a suitable infrastructure to support such publishing models and open up research data. He argued that there are a number of areas where career researchers' need for collaboration and peer encouragement could complement with institutional motivations for an open access policy.
JISC is working with funders and institutions to ensure that the academic and economic impacts of open data and publishing can be fully felt. Dr. Read also said that current definitions of 'open' could be confusing and pointed instead to an explanation from the Open Knowledge Foundation.
The conference on Open Access and Open Data was organised by Goportis, the Leibniz Library Network for Research Information. The event aims to take a closer look on how the Open Access movement has developed within the last five years and what is going to happen in the coming five to ten years.
