JMIR Publications and the University of Turku (UTU) in Finland have established a flat-fee open access publishing agreement that allows affiliated researchers to publish an unlimited number of articles across the publisher’s journals during 2026.
The agreement, which runs from January 1 to December 31, 2026, replaces individual article processing charges (APCs) with a single Institutional Publishing Fee (IPF) paid by the university. Under this arrangement, corresponding authors affiliated with the University of Turku can publish open access articles in JMIR journals without paying individual APCs.
The model is intended to simplify administrative processes associated with APC management while expanding opportunities for open access publishing. Institutional agreements of this type have been used to reduce administrative workloads and remove financial barriers that can affect researchers seeking to publish open access.
Under the agreement, eligible researchers from the University of Turku will receive unlimited APC waivers when submitting articles to titles in the JMIR portfolio. These include journals such as the Journal of Medical Internet Research, JMIR Public Health and Surveillance, and JMIR Mental Health.
To access the publishing benefit, corresponding authors must identify their affiliation with the University of Turku and submit manuscripts using a university email address ending in @utu.fi.
The partnership reflects a broader shift in scholarly publishing toward institutional agreements designed to support open science while simplifying publishing workflows. Flat-fee agreements enable institutions to support open access publishing at scale without requiring individual researchers to secure funding for APCs.
