Milner Library and Elsevier sign open access agreement -

Milner Library has entered into a new open access publishing agreement with Elsevier, expanding support for Illinois State University authors. The agreement marks the 13th open access arrangement established by the Milner Library since 2021, adding to existing agreements with publishers such as ACS, Sage, Springer Nature, Taylor & Francis, and Wiley.

The three-year agreement, covering the 2026–2028 period, provides waivers for Article Processing Charges (APCs) on 26 articles per year accepted in Elsevier hybrid journals with Illinois State corresponding authors. Eligible authors include Illinois State faculty, staff, and students affiliated with the university.

The initiative is intended to increase the visibility of research produced by Illinois State authors by removing access barriers and enabling broader dissemination. More than 200 articles have been published with support from Milner Library, resulting in savings of more than $700,000 in publishing fees for authors.

The agreements support both faculty and student research activity. Between 2023 and 2025, 110 student authors published open access articles as corresponding authors or co-authors through Milner Library agreements.
