The National Information Standards Organization (NISO) has opened its draft Accessibility Remediation Metadata (ARM) standard for public comment through November 9, 2026. Stakeholders can review the draft and submit feedback via the project page.
Many educational and scholarly resources, including books and journal articles, remain inaccessible to individuals with disabilities despite growing accessibility requirements across educational institutions and government sectors. Because many published works require remediation to meet specific accessibility needs, institutions often duplicate accessibility work due to the absence of a common framework for sharing remediated materials.
The ARM initiative builds on the FRAME project and its Educational Materials Made Accessible (EMMA) platform, which was funded by the Andrew W. Mellon Foundation. The project was designed to reduce redundant remediation efforts and encourage the sharing of accessible resources through a detailed metadata framework. The ARM Working Group was subsequently formed to enhance, refine, and standardize the EMMA metadata model for broader adoption across the accessibility community.
According to ARM Working Group Co-Chair Bill Kasdorf, accessibility requirements vary considerably among individuals with disabilities. He explained that blind users may need mathematical content encoded in MathML and detailed descriptions for complex images, while individuals with dyslexia may benefit from reflowable EPUB formats that support font customization. He noted that ARM metadata provides detailed descriptions of these accessibility features, helping individuals and institutions identify resources that align with specific accessibility requirements.
The draft ARM standard will remain available for public review and comment through November 9, 2026, on the NISO project website.
