The National Information Standards Organization (NISO) has released a draft Open Access Business Processes (OABP) Recommended Practice (NISO RP-49-202X), now available for public comment until October 17, 2025.
As open access (OA) publishing models expand, many legacy systems continue to operate with workflows designed for traditional subscription environments. The proposed framework introduces standardized elements to support OA publishing, including:
• A shared glossary to promote consistency across stakeholder groups.
• Clear metadata guidelines to ensure interoperability between systems.
• Structured advice on reporting, financial tracking, and agreement management.
The document aims to help publishers, libraries, and funders align on operational processes that facilitate transparency, scalable, and equitable for all stakeholders in the OA publishing lifecycle.
The draft was developed by a cross-sector working group and is intended to enable broader collaboration and system integration across the scholarly communication ecosystem.
Stakeholders from all regions and roles are invited to review the draft and contribute feedback that will help finalize the framework.
