The National Information Standards Organization (NISO) has released a draft revision of the Knowledge Bases and Related Tools (KBART) Phase III Recommended Practice (NISO RP-9-202X) for public comment through November 10, 2025.
KBART, first introduced in 2010, provides a standard for transferring holdings metadata from content providers to knowledge base suppliers and libraries, supporting library link resolvers and electronic resource management systems. Since Phase II was issued in 2014, the KBART Standing Committee has identified areas requiring clarification and expansion.
The Phase III draft incorporates new provisions to address emerging needs. These include support for audio and video content, hybrid open access, and broader global content coverage. It also introduces an updated KBART endorsement process and requirements for file manifests. Alongside these revisions, NISO has restarted its KBART Interest List to encourage community engagement and discussion.
The draft is available at the NISO project web page, with feedback invited from the broader information community ahead of final publication.
