CLOCKSS uniquely assigns this abandoned and orphaned content with a creative commons license to ensure it remains available in perpetuity. As a non-profit joint effort between the world's leading scholarly publishers and research libraries, CLOCKSS is governed by and for its stakeholders. Its participants decide its procedures, priorities, and protocols.
