Academic librarians have played a central role in advancing open practices in European higher education, including open access, open scholarship, open science, and open education. To better understand how open education is currently embedded within institutions, SPARC Europe and the European Network of Open Education Librarians (ENOEL) have launched a new survey.
This year’s survey focuses on the institutional dimension of open education, examining how it is supported, resourced, and recognized across European higher education. The initiative seeks to assess:
• Institutional strategies: whether open education is embedded in policies, governance, and formal structures.
• Library and institutional services: what support is provided to enable open education practices and the skills required to succeed.
• Funding allocation: whether institutions dedicate resources to open education initiatives.
• Access to resources: how institutions encourage the use of open educational materials.
• Recognition and rewards: whether contributions to open education are formally acknowledged.
The results will be shared in late 2026, offering the academic community an updated, evidence‑based picture of the current state of open education in European higher education and identifying areas for further progress.
SPARC Europe and ENOEL emphasized that broad participation is essential to building a clear understanding of the landscape. The survey is open until Monday, July 20, 2026, and can be accessed here.
