The latest upgrade announcement comes from IEEE (Institute of Electrical and Electronics Engine), the largest technical professional association, which recently launched a ‘substantial upgrade’ to the IEEE Xplore digital library (http://ieeexplore.ieee.org). Xplore first launched online in 1998 and had its last major redesign back in 2005.
