The first draft of the General-Purpose AI Code of Practice has been released, marking a significant step in ensuring safe and trustworthy development of AI models. The draft, prepared by independent experts and facilitated by the European AI Office, will be discussed with around 1,000 stakeholders in the coming week. This milestone represents the completion of the initial phase of a four-stage drafting process set to conclude by April 2025.
The draft Code was developed under the guidance of Chairs and Vice-Chairs appointed to four thematic working groups. It reflects input from general-purpose AI model providers and incorporates international best practices. This initial version serves as a foundation for future refinements and includes guiding principles, objectives, and open questions to address ongoing challenges.
The final Code of Practice is expected to:
• Establish clear transparency and copyright guidelines for AI providers.
• Define a taxonomy of systemic risks and outline risk assessment frameworks.
• Propose technical and governance measures to mitigate potential risks posed by advanced AI models.
During the Code of Practice Plenary, stakeholders—including EU Member State representatives, European and international observers, and industry participants—engaged in dedicated discussions on each working group’s progress. The week-long event culminated on November 22, when Chairs presented key takeaways to the full Plenary.
Stakeholders also provided feedback through the Futurium platform by November 28. This iterative approach ensured that the final Code was adaptable, risk-proportionate, and considered the needs of SMEs, start-ups, and open-source AI providers.
The Code of Practice aligns closely with the upcoming AI Act, striving for a balance between clear regulatory measures and the flexibility needed for technological evolution. Once finalized, the Code will play a pivotal role in guiding the responsible development and deployment of general-purpose AI models across Europe.
