Elsevier has entered into a framework agreement with Vinnova, Sweden’s Innovation Agency, to develop advanced analyses and dashboards that will inform Sweden’s national and international research priorities. The agreement, awarded through a public procurement process conducted between November 2024 and May 2025, aligns with the country’s broader strategy to advance data-driven policymaking, strategic funding, and global scientific collaboration.
The three-year agreement, with the option for extension, includes the release of the first set of dashboards in autumn 2025. The initiative supports the implementation of the 2024 Swedish Research Bill and builds on Vinnova’s role as chair of Intsam, Sweden’s national platform for coordinating international research and innovation funding.
Through this collaboration, Elsevier’s analytics and data services will be combined with Intsam’s domain expertise to generate insights that identify Sweden’s strengths in research and development, map areas for international cooperation, and monitor progress in emerging technologies. The joint approach is designed to enhance Sweden’s ability to address major societal challenges and maintain global competitiveness.
Key components of the framework agreement include:
• The integration of generative AI and advanced technology mapping techniques to support both retrospective analysis and the exploration of future trends.
• A co-creation model in which Elsevier and Intsam will engage in iterative collaboration to refine analytics methodologies, generate data, and produce shared outputs.
• The development of multi-dimensional indicators that incorporate data from diverse sources such as scientific publications, patents, policy documents, and innovation spin-offs, to offer a comprehensive view of the national research and innovation ecosystem.
The collaboration is expected to support Swedish policymakers and research stakeholders by enhancing decision-making capacities related to international cooperation and strategic technology development. The agreement also supports Vinnova’s new mandate to produce and update the national knowledge base for research and innovation strategy, following preliminary analyses conducted in 2024.
Senior representatives from both Vinnova and Elsevier emphasized the importance of the partnership in enhancing Sweden’s capacity to navigate an increasingly competitive global research environment, while fostering alignment between national priorities and international collaboration mechanisms.
