Publishers’ Licensing Services (PLS) has opened a consultation seeking publisher feedback on the introduction of Workplace AI rights into CLA Education and Higher Education licenses. The proposed permissions would allow staff and students to use licensed content with generative AI tools to support teaching, learning, research, and administration. The permissions would not extend to the use of copyrighted works for training or fine‑tuning AI models. PLS is also consulting on whether publishers should participate in these rights by default.
In 2024, PLS consulted on adding Workplace AI permissions to CLA Business and Public Sector licenses. These permissions covered the making of copies to use as prompts in generative AI tools. Following publisher approval, the permissions were rolled out in May 2025, with the first distribution of revenues to publishers occurring in March 2026.
Since then, PLS has worked with CLA to explore how a similar approach could be applied in the education sector. Over the past year, CLA has engaged with schools, colleges, and universities to assess how its Education and Higher Education licenses should evolve to reflect the growing use of generative AI tools.
Publishers are invited to read the consultation paper, available through their PLS Collect accounts, and complete the consultation survey by Friday, September 11.
PLS stated that publisher input from the consultation will be used in discussions with CLA to help shape the final version of the license.
