Copyright Clearance Center adds internal AI reuse rights to Higher Education License -

Copyright Clearance Center (CCC) announced that, effective July 1, 2026, its Annual Copyright License for Higher Education (ACLHE) will be expanded to include internal‑use AI reuse rights. The update addresses the increasing use of artificial intelligence across U.S. colleges and universities.

CCC noted that copyrighted materials are central to AI systems, and institutions often face challenges in securing permissions for AI use. A recent EDUCAUSE report indicated that nearly half of respondents identified copyright and intellectual property violations as urgent risks associated with AI tools in higher education.

While colleges and universities acquire copyrighted content through subscriptions and individual purchases, those agreements typically do not authorize use in AI systems. The expanded ACLHE is designed to close this permissions gap by enabling internal reuse of lawfully acquired content within AI applications such as summarization, chatbots, prompting, and research support.

The ACLHE is a voluntary, non‑exclusive collective license that allows academic institutions to reuse text‑based copyrighted content in course materials and, with the new expansion, within AI systems. It complements existing subscriptions and provides faculty, researchers, students, and staff with consistent rights for reuse in learning management systems, course materials, library reserves, and internal AI initiatives.

Tracey Armstrong, President and CEO of CCC, stated that adding internal‑use AI reuse rights helps institutions address a growing permissions gap and supports responsible AI use, accountability, and governance in teaching, learning, and research.

CCC’s licensing portfolio includes options for both internal and external AI use cases. These include the Annual Copyright License for Business, the Multinational Copyright License for Business, ACL for Higher Education, the AI Systems Training License for organizations training AI systems for external use, and the ACL for Student Assessments. In addition to licensing, CCC provides software solutions that streamline access to full‑text content and permissions.
