EU and Australia open exploratory talks on Horizon Europe association -

The European Commission and the Australian Government have started exploratory discussions on Australia’s potential association with Horizon Europe, the EU’s research and innovation program.

The talks, described as non-binding and technical, represent the first step toward a possible formal agreement that would give Australian researchers closer access to the program’s funding and partnerships. Australia and the EU have a long history of scientific collaboration, beginning with a 1994 science and technology cooperation agreement, later amended in 1999. The relationship is regularly reviewed by the Joint Science and Technology Cooperation Committee, which met most recently in Brussels in April 2024.

Current discussions focus on Pillar II of Horizon Europe, which supports international collaboration on global challenges while strengthening Europe’s industrial competitiveness. Areas include digital technologies, renewable energy, health research, industrial innovation, and space exploration.

Association with Horizon Europe would allow Australian institutions to lead projects and join EU research consortia, while requiring a financial contribution proportionate to participation. Twenty non-EU countries are already associated with the program.

The talks are expected to continue as both sides assess legal, financial, and practical aspects. If successful, association would strengthen Australia’s research profile and expand its role in tackling global challenges in partnership with Europe.
