Jisc has developed a strategic framework to help college and university leaders make informed decisions about artificial intelligence (AI) adoption and move beyond experimentation toward institution-wide implementation. The framework is designed to support the secure, ethical, and sustainable use of AI across further and higher education institutions.
The framework was developed in collaboration with Jisc members to help institutional leaders establish priorities, allocate resources, and define accountability for AI adoption. It addresses the growing challenges associated with rapidly evolving AI technologies, limited funding, and concerns about safeguarding students and staff.
The framework covers three main areas: skills, knowledge and culture; technology; and governance. These areas apply to teaching and professional services, as well as research within universities. Each area includes considerations to help leaders establish institutional boundaries and determine how AI should be adopted and managed.
The considerations include setting the level of ambition for AI adoption, defining risk tolerance, determining whether AI should receive dedicated funding, assigning ownership, and establishing institutional positions on academic standards.
According to Jisc, the framework is intended to provide long-term guidance amid changing public attitudes toward AI, growing concerns about its environmental impact, and its potential effects on employment and the economy. It aims to help institutions establish sustainable AI strategies that can adapt as technologies and operating conditions evolve.
The framework also distinguishes between decisions that require senior leadership involvement and those that can be delegated to operational teams. This approach is intended to clarify responsibilities and ensure that institutional AI adoption is supported by appropriate oversight.
Jisc recommends using the strategic framework alongside its AI Maturity Model and its guide to implementing AI in colleges and universities. Together, these resources are intended to support a coordinated, institution-wide approach to AI adoption across further and higher education.
