STM publisher Springer, Germany, and the French Ministry of Higher Education and Research have signed a first national license for the acquisition of scientific, medical and technical (STM) information on the online platform SpringerLink. The French agency ABES (Agence bibliographique de l'enseignement supérieur), a bibliographic agency for higher education in France, coordinated this agreement with Springer, assisted by the Couperin Consortium, the French national research council CNRS and other major French STM stakeholders.
Due to the cooperation of all the partners, the first contract and national license was signed on July 11, 2011 in France between ABES and Springer. The agreement covers archived articles from over 1,000 electronic journals from the first published volume up to and including 1996 (35,000 volumes or 22.3 million pages) and more than 8,500 eBooks, which are part of books series published before 2004 (an additional 2.94 million pages).
Agence bibliographique de l'enseignement supérieur was created in 1994 to create and manage computer systems, facilitating the bibliographic mission of universities and institutes in France. In particular, they were responsible for the creation of SUDOC, the collective French national catalogue for higher education. Since 2002, the agency has diversified into different areas including the purchasing of e-resources. It works in close collaboration with the Couperin Consortium, a network of universities, research institutions and other organisations which negotiates and arranges for the purchase of electronic library resources for its members.
